Job Summary:
The HSE Manager will maintain full ownership and responsibility, start to finish, of safety improvements. Evaluate, identify, recommend, source, communicate, trial, train managers and employees, update policy, and evaluate for effectiveness and compliance. Manage effective compliance with existing company policy and implement new policy as needed. The HSE Manager communicates thoroughly and honestly with our team and our customers. This position will also support shared services Safety for Kern Steel Fabrication and Kern Solar Structures.
Essential Functions:
- Ensures technicians are up to date on all required safety training and refresher training, including but not limited to: H2S, Passport, SafeLand, 1st Aid/CPR, Defensive Driving, Forklift, Electrical, Lock Out/Tag Out. Researches vendors and arranges for new safety training as the need arises.
- Learns and maintains customer safety platforms, ensuring an A+ compliant status at all times. Maintains awareness of upcoming due dates and prepares accordingly.
- Conducts regular audits of field installations, demobilizations and equipment service to check for safe work practices and ensure equipment is operating in a safe manner. Provides coaching and feedback.
- Reviews all JSA's completed by service technicians and provides coaching and feedback on JSA completion.
- Assists in SOP creation for various tasks; reviews safety compliance and tracks service technician SOP training.
- Prepares and runs weekly tailgates with relevant safety topics.
- Manages Short Service Employee (SSE) program and manages talent development program.
- Stays up to date on safety compliance for all applicable governing agencies including OSHA and Cal-OSHA.
- Maintains responsibility for service yard facility safety and guidance and issuance of proper safety supplies and consumables.
- Ensures electrical training and manual are up to date; ensures service technicians are operating within specified electrical restrictions and utilizing appropriate PPE and tools.
- Responds to HSE calls and provides incident management services. Investigates safety incidents with thorough reporting and sees any action items through to completion.
- Immediately notifies Management when a concern or issue arises regarding compliance with Customer safety requirements.
- Ensures service technicians are practicing proper safe driving techniques and service vehicles are in road worthy condition.
- Edits and updates written company safety manual and policies as needed based on industry, agency, or customer requirements. Champions change management for safety policy and practice updates with technicians by presenting, coaching, and auditing the change.
- Maintains environmental compliance, particularly managing compliant fluid disposal.
- Ensures all newly manufactured equipment is shipped with corresponding quality inspection reports and conducts field audits to ensure quality inspection reports are retained with equipment.
- Takes initiative, works diligently, and is thorough with all safety programs and compliance.
- Strives to operate and conduct service in light of company Mission and Values.

- Stays thoroughly organized to ensure an efficient safety program.
Knowledge, Skills and Experience:
- Bachelor’s or Associate’s degree in the Health & Safety field preferred.
- Health & Safety Certificate program or equivalent experience required.
- Working knowledge of the Office 365 Suite, computers, and smart phones.
- Experience on a drilling rig, in any capacity, preferred.
- Valid Driver’s License, insurable according to company policy.
- Detail oriented and strong organizational skills.
- Ability to take a coaching approach to safety with service technicians.
- Team player and ability to coordinate safety improvements from start to finish.
Travel Requirement: 10-25%
