This position reports directly to the Manager of Rates and Regulatory Affairs and executes complex analytical work in support of regulatory proceedings and decisions. Supports the Manager of Rates and Regulatory Affairs for studies, projects and research and analysis for specific regulatory affairs and or rates issues for Liberty Utilities (New Hampshire) for both gas and electric commodities. Support the preparation and implementation of rates filings and regulatory filings required at the state level. Depending on the priorities at hand, has varying levels of responsibility for specific studies and defending the same with local regulatory authorities and other key stakeholders while ensuring that the policies and procedures of the organization comply with all applicable laws and regulations. The position will be involved in or responsible for developing and maintaining revenue requirements and cost recovery models as well as the support for requests for rate and policy changes including written testimony and discovery responses.


+ Prepare and support all regulatory filings which includes developing and maintaining complex excel models

+ Solves complex problems and takes a new perspective using existing solutions

+ Mentors and provides advice and guidance to other analysts within the organization

+ Prepare expert witness testimony, exhibits, work papers and discovery responses

+ Implement regulatory decisions

+ Assist in evaluating and developing recommendations on cost recovery, rate making, customer programs and electric rate issues

+ Establishes and maintains good relationship with regulatory authorities and participates in industry forums to influence regulatory policies

+ Updates key management on regulatory changes, developments and implications of new requirements or emerging regulations and industry developments on functional areas

+ Implement and oversee a framework to ensure the utility is meeting its compliance requirements in an accurate and timely manner

+ Monitor up-to-date information regarding federal, state and applicable laws and regulations as they relate to filing requirements for regulated utilities

+ Compile company operating statistics for internal and external distribution

**Education and Experience**

+ Requires in depth knowledge and experience

+ 5-10 years' of experience in regulatory compliance or utility industry

+ Bachelor’s degree with a preferred focus in Finance, Accounting, Economics or equivalent.

+ Master’s degree or CPA designation a plus but not required.

+ Skilled knowledge and understanding of the regulatory environment.

+ Complete knowledge of local state commission and filing requirements.

+ Advanced expert understanding of revenue requirement and cost recovery programs.

+ Ability to analyze, interpret and report complex information.

+ Strong problem solving skills.

+ Strong computer skills in word processing, spreadsheets and database applications.

+ Ability to learn new processes and create procedures to implement the process.

+ Strong organizational, multi-tasking and time management skills.

+ Dynamic team player that also works well independently.

+ Excellent oral and written communication skills.

+ Prefer position to be based out of the Company's Londonderry, NH office, hybrid flexibility.
