Requisition ID # 48340 Job Category : Energy Services / Trading Job Level : Individual Contributor Business Unit: Strategy & Policy Job Location : San Francisco **Department Overview** The Energy Policy and Procurement (EPP) organization procures energy-related products (both electricity, natural gas, and, recently, even biomethane) and manages PG&E’s policy activities for energy proceedings, actively participating in regulatory and legislative proceedings that shape the design and implementation of state, regional, and federal energy regulation and policy. In addition, EPP is responsible for long-term planning, risk management, and compliance functions related to PG&E’s energy portfolio. Within EPP, Short Term Electric Supply (STES) manages the front office functions of managing our electricity portfolio, creating the bidding strategies for over 300 different generating resources, including nuclear power plants, hydro, gas power plants, geothermal, biomass, wind, solar and batteries. STES solves challenges like how to bid renewables and storage, and how to optimize hydroelectric resources with limited water. Managing the electricity portfolio is extremely complicated and requires detailed understanding of the California Independent System Operator (CAISO) rules, rigorous reporting requirements to ensure compliance with California Public Utility Commission (CPUC) mandates- such as least cost dispatch requirements - and understanding of generating facilities and contracts. STES also manages and documents transactions across transmission tie points between control areas, including confirming import and export information with counterparties; source, sink and each transmission segment for each schedule and tagging. The Department supports the Utility’s long-term electric procurement activities, including renewable resources and acquisition of power from outside the Utility’s service area, by providing operational and marketing expertise as well as system integration requirements. **Position Summary** This is an entry level position. This position reports directly to the Manager of STES Planning and Strategy and will support efforts to maintain and enhance a strong compliance culture in the STES organization. This individual will help ensure compliance with regulatory and internal risk and procurement requirements. This individual will produce responses to regulatory data requests and will help ensure compliance with all internal and external auditing requirements. Key areas of responsibilities will include Energy Resource Recovery Account (ERRA) compliance efforts representing over $4Bn in transactions annually, regulatory reporting requirements to the CAISO and CPUC, and will include internal implementation of compliance risk reporting and controls. **Responsibilities** + Support STES efforts to maintain and enhance a strong compliance culture in each functional group. + Coordinate STES’s efforts on the quarterly and annual ERRA compliance filings and filing of required notifications pursuant to CPUC, FERC and NERC requirements and CAISO tariff. + Act as liaison between STES and other internal groups such as Energy Contract Management and Settlements, Credit and Risk Management, Law, FERC and ISO Relations, Compliance and Ethics, and Regulatory Relations. Ensure that STES employees engaged in procurement activities have a fundamental understanding of all aspects of the front, middle, and back office functions. + Maintain and enhance compliance plans to ensure that procurement operations conform to all regulatory and auditing requirements. Help develop preventative measures such as training, procedures, and process audits. Help develop the means to detect, immediately cease, and report any non-conforming transactions or practices. + Maintain and enhance a comprehensive compliance audit program, including the tracking and review of any incidents of non-compliance. Document and assist functional STES organizations to chronicle compliance efforts and ensure that adequate transactional record keeping is maintained. Organize documents and records in anticipation of internal or external audit or review. + Follow market developments and trends, with the objective of proactively anticipating and strategically positioning for changing compliance requirements. Identify and prioritize areas that need revision. + Address issues such as trading practices/strategies, price reporting, information-sharing, prohibited transactions, and record keeping in the context of current and future energy markets. Review new procurement strategies to ensure consistency with STES’s compliance plan and other regulatory approved plans. + Help develop strategies for preparing compliance testimony and responding to data requests. Prepare and present testimony and assist in data request responses. + Ensure each STES group maintains a library of current data and operating procedures that are needed to fully comply with regulatory compliance requirements. **Qualifications** **Minimum:** + Bachelor's degree in Business, Economics, Finance, Mathematics, Engineering, Environmental Policy, or equivalent work experience. **Desired:** + Responsible individual eager to learn the details of PG&E’s compliance and processes with the wholesale energy market. + Demonstrated attention to detail and ability to write clearly and communicate well. + Ability to read policy documents to synthesize compliance responsibilities and risks + Strong ability to work in teams and coordinate the work of others + Demonstrated ability to perform numerical analyses + Skilled in use of MS Word, Excel, PowerPoint + High level of organization + Business/Financial Acumen + Knowledge of SQL and/or VBA + Electric and/or gas market knowledge. + Able to manage large databases and manipulate and extract data to perform analytics to support decision making. + Experience in process improvement implementation. + Ability to synthesize regulatory compliance requirements for implementation by STES in a hybrid competitive/regulated environment.
