Job Description

The Capacity Building Consultant must be based in Vanuatu and must be familiar with the National Climate Finance process, the role of NAB and the National Designated Authority (NDA). A fair knowledge of the Government’s Investment Program and government’s project screening and approval process is advantageous. A sound understanding of climate change combined with fair understanding GCF processes of broader government processes is very relevant.

The purpose of the Assignment is to:

a. Provide capacity building support needed to enhance capacity of MCCA/NAB in project management.
b. Support the work on identifying a best suitable processes and coordination mechanism for approving project proposals seeking external climate and development funding that is most efficient and enhances overall government ownership
c. DG, MCCA and NAB Secretariat are regularly updated on project progress and ensure timely policy decisions and interventions are made to support progress of the project.

GGGI’s core focus in Vanuatu is mainly on supporting the Government in developing and implementing sustainable energy policies and projects that promote green growth, contributing towards achieving the country’s sustainable development targets.

GGGI has been nominated by the Government as the delivery partner for two GCF Readiness proposals, the “Mobilizing the Vanuatu Private Sector towards climate change action” and “Enhancing Vanuatu’s Ability to Seek Accreditation and Direct Access to the GCF”. These proposals were submitted to GCF in September 2018 and were approved in April and December 2019, respectively.

 

Project Background

 

This project relates to one of the activities under the GCF Readiness Project, “Enhancing Vanuatu’s Ability to Seek Accreditation and Direct Access to the GCF”, which aims at supporting the accreditation of the Ministry of Finance and Economic Management (MFEM), first as a delivery partner for Readiness and then a full Nationally Accredited Entity, with the Ministry of Climate Change and Adaptation (MCCA)/National Advisory Board (NAB) as the cooperating Executing Entity. This 18-months project is being implemented by GGGI in partnership with the Prime Minister’s Office (PMO), the MFEM and the MCCA.

GGGI in collaboration with the MCCA wishes to recruit a capacity building consultant to provide capacity building support to MCCA/NAB Secretariat to enhance its project management function and assist in the delivery of the GCF Readiness project.

This project focuses on an aspect of the GCF Readiness project which aims at enhancing capacity of MCCA/NAB in project management. This Capacity Building Consultant will be responsible for overall GCF Readiness project activities at MCCA and shall ensure there is continuous institutional support for the project by regularly updating the Director General of MCCA and the Secretariat of NAB on the overall GCF Readiness project’s progress and seek necessary support on specific activities  to be undertaken at the agency level, if required. The Consultant will also work with other directors and managers within MCCA to carry out specific activities in relating to this project. He/she will also work with the two other Capacity Building Consultants based at DoFT and DSPPAC to ensure all project activities are well-coordinated, supported and delivered within planned timeframes.

Scope of Work

 

Under the guidance of the national Project Coordinator the Consultant will deliver the tasks below.

  • Be the GCF Readiness DAE Project focal point at MCCA.
  • Work directly with MCCA and NAB Secretariat to provide capacity building support to the NAB.
  • Support MCCA in identifying appropriate approval process for development and climate change project proposals from the sectoral agencies.
  • Contribute in the development of DAE operational guidelines for accreditation of MFEM.
  • Liaise with other two capacity building consultants based at PMO and MFEM to coordinate GCF Readiness DAE Project activities for timely delivery of project milestones.
  • Participate in weekly project team meetings and provide updates on progress of each project activity under his/her responsibility.
  • Write up weekly project team meeting minutes.
  • Facilitate in capacity building training workshops.
  • Support lead experts and the Project Associate to organize project related workshops, including contacting and sending out invitations to workshop participants.
  • Participate in all 10 workshops which will be conducted as part of the GCF Readiness DAE Project.
  • Contribute to write up of workshop reports.
  • Provide regular update and support to the Director General of MCCA and NAB Secretariat on project progress.
  • Contribute to work on integrating processes for approving development and climate change proposals.
  • Support MFEM Capacity Development Consultant to develop terms of references for the following positions:
    • Accreditation Expert position: to undertake financial management capacity assessment and provide technical support for DAE accreditation application.
    • Project Development Expert: to develop project concept note of GCF Enhanced Direct Access modality.
    • Review of Existing MFEM policies: This task will be undertaken by a consulting firm and part of the assignment will also involve development of guidelines for direct access entity operations, including financial management, procurement and ESS to align with GCF policies.
  • Contribute to review and commenting on all assessment reports and guidelines produced by expert leads in above stated activities.

The consultant hired for this work will report to GGGI and will work closely with the NAB Secretariat Manager, Director General of MCCA and with other project consultants for implementation of this work.

The consultant is required to submit a schedule of tasks to be carried out throughout the term of this assignment within 2 weeks after signing of contract.

The consultant will be provided with a desk and an office chair and access to printer by MCCA/NAB and a laptop computer will be provided by the project.

 

Output/Reporting Requirements/Deliverables

 

The Capacity Building Consultant will be paid upon delivery of the following project milestones:

  • Due 22 May 2020, 5% of Contract value:
    • Has submitted an inception report with detail workplan on project activities and deliverables, by 15th May 2020.
    • Has participated in the consultation meetings and consultation workshop related to institutional and coordination mechanisms assessment.
  • Due 23rd June 2020, 15% of Contract value:
    • Has participated in the validation workshop relating to institutional and coordination mechanisms assessment and contributed to the consultation workshop report write up by 12th June 2020,
    • Has reviewed and contributed to final assessment report on institutional and coordination mechanisms assessment.
    • Has supported Capacity Building Consultant, MFEM to conduct a capacity building training on GCF requirements on financial management, procurement, gender and ESS standards to counterparts of MFEM, PMO and MCCA.
  • Due 05th August 2020, 10% of Contract value:
    • Has contributed to developing of draft Council of Ministers (CoM) paper on outcome and recommendations of report on institutional and coordination mechanisms assessment by 3rd July.
    • Has conducted the first capacity building training to staff of MCCA/NAB on general application process for GCF funding by 21 July, 2020.
    • Participated in consultation meetings and consultation workshop relating to work on developing guidelines for MFEM operations i.e. financial management, procurement, gender and ESS standards aligned with GCF policies.
    • Has completed and circulated the draft report on capacity building training workshop conducted for staff of MoCC/NAB.
  • Due 09th October, 2020, 10% of Contract value:
    • Contributed to meeting and workshop consultations report, due 11 September 2020.
    • Contributed to development of MFEM operations i.e. financial management, procurement guides, gender and ESS standards aligned with GCF policies.
    • Has participated in capacity building training for DSPPAC technical staff on processes and tools for oversee and coordinate climate change programs, by 18th September, 2020.
    • Participated in validation workshop on draft MFEM operations i.e. financial management, procurement guides, gender and ESS standards, due 9 October, 2020.
    • Has drafted and circulated draft capacity building training workshop for comments
  • Due November 16th, 2020, 10% of Contract value:
    • Contributed to workshop validation report, due 20 October 2020
    • Contributed to development of ToR for consultancy work on development of an Enhanced Direct Access (EDA) project concept note to the GCF and circulate for comments, by 6th November 2020.
    • Conduct capacity building training to staff of MCCA/NAB and other sectoral agencies on tips for developing good or attractive project proposals by 6th November, 2020.
    • Developed capacity building training workshop report, by 20th November, 2020.
  • Due December 15th 2020, 10% of Contract value:
    • Comments on draft interview questions and scorings for shortlisting and assessing applicants for consultancy position for work on development of an Enhanced Direct Access (EDA) project concept note to the GCF.
    • Contributed to 6 monthly GCF Progress Report.
    • Contributed to GGGI end of year reporting.
  • Due 09th February 2021 10% of Contract value:
    • Supported GGGI Associate to arrange one-to-one meetings and consultation meeting logistics relating to work on development of an Enhanced Direct Access (EDA) project concept note to the GCF.
    • Has participated in consultations through one-to-one meetings and a consultation workshop with local stakeholders relating to work on development of an Enhanced Direct Access (EDA) project concept note.
    • Contributed to write up of stakeholder consultation workshop.
  • Due 09th February 2021 10% of Contract value:
    • Supported GGGI Associate to arrange one-to-one meetings and consultation meeting logistics relating to work on development of an Enhanced Direct Access (EDA) project concept note to the GCF.
    • Has participated in consultations through one-to-one meetings and a consultation workshop with local stakeholders relating to work on development of an Enhanced Direct Access (EDA) project concept note.
    • Contributed to write up of stakeholder consultation workshop. 
  • Due 30th March 2021, 10% of Contract value:
    • Submitted daily timesheets summarizing tasks undertaken during the month
    • Contributed and write up and finalization of the Enhanced Direct Access (EDA) project concept note, with responsible consultant.
    • Continued capacity building support activities to MCCA/NAB.
    • Supported Capacity Building Consultant, DSPPAC in conducting final capacity building training workshop to staff of DSPPAC and other government counterparts by 19 March 2021
    • Support submission of EDA project concept note at the National Advisory Board Meeting for endorsement.
    • Supported the National Designated Authority to submit the EDA project concept online for GCF’s consideration.
  • Due 15th May 2021, 10% of Contract value:
    • Conducted third and final capacity building training with counterparts of MCCA on climate finance project appraisal and project management in line with GCF policies, due April by 23 April, 2021.
    • Completed and submitted the capacity building training workshop report by May 7th 2021. 
  • Due 5th June 2021, 10% of Contract value:
    • Completed remaining capacity building support activities to staff of MCCA and including project closure meetings with heads of sections and departments within MCCA and other relevant stakeholders.
    • Contribute to final project closure reporting.

The Consultant shall submit invoices stating the correct portion of amount due at due dates of project deliverables for payment processing.

 

Payment Modalities

 

The Capacity Building Consultant will be paid on monthly basis upon delivery of the following:

  • Daily timesheets outlining list of tasks undertaken,
  • Submission of invoice outlining number of days worked and total amount of invoice.
  • The consultant will not be paid on days taken off on leave, including public holidays

 

Qualifications/Experience/Expertise

 

  • University Degree in Climate change, Economics and/or finance,
  • Minimum of 5 years of work experience project development and appraisal.
  • Familiar with climate finance guides and national requirements,
  • Familiar with GCF and its processes
  • Familiar with broader Vanuatu Government systems and processes.
  • Excellent analytical and communication skills,
  • Demonstrated excellent report writing skills in English.
