Job Description

This consultancy will support this process of DAE nomination. Under the overall guidance of Country Representative and close supervision of the Project Lead, the Consultant will design, lead and complete the nomination of a GCF Direct Access Entity for Myanmar. The objectives of the project are defined under the GCF Green Cities Readiness project that is being implemented by GGGI and Myanmar’s NDA, the Environment Conservation Department, Ministry of Natural Resources.


Country Program Overview


GGGI established its country program in Myanmar in March 2017 and is hosted by the Environmental Conservation Department within the Ministry of Natural Resources and Environmental Conservation (MONREC) in Nay Pyi Taw. GGGI and Environmental Conservation Department will jointly implement the GCF funded Green Cities Readiness Project in 4 cities over two years. The objective of the project is to support the achievement of national policy priorities for adaptation and mitigation to climate change and increase national capacities to manage investments that will assist the Government’s achievement of its INDC (and future NDC) commitments.

To enable a healthy financing environment for green projects and initiatives in Myanmar, well-established entities, fully operational, commercially viable funding institutions / facilities which are accessible, transparent, and accredited, covering the spectrum of financing needs must exist on the national scale. Candidate DAE selection process could be an accreditation pre-screen assessment of potential DAEs or NDA could open a call for expressions of interest to all potential DAEs–including those who may already be developing applications. Every institution submitting an expression of interest would be considered and a selection would be made based on pre-defined criteria designed to select the entity with the greatest potential for success. If one of the institutions already developing an application meets the necessary criteria, they will be selected to receive readiness support.

 GGGI is supporting the NDA to facilitate this national process for identifying and selecting strong Myanmar candidates for GCF accreditation. After the candidate DAE is selected, GGGI will support an assessment and provide the necessary technical assistance to develop and submit a successful application for accreditation to the GCF. 



Scope of the Assignment


  1. Establish criteria for identifying potential entities at national level for GCF direct access entity nomination, based on GCF Accreditation Self-Assessment Tool, including capacity criteria on gender, social inclusion and environmental and social responsibility.
  2. Assess potential direct access entities (DAE).

  3. Engage with the potential DAEs (decision-makers in private companies and Government agencies) through consultation and awareness raising workshops.
  4. Collect and review relevant information from interested entities through the agreed selection process against GCF accreditation requirements, and their capabilities to deliver Myanmar’s national sustainable development priorities and pipeline being developed under this project.

  5. Select at least one entity that meets the  eligibility requirements.
  6. Support the NDA throughout the nomination process.

Deliverable 1:

Establish the DAE selection process as well as key criteria for selection of DAEs, in consultation with the NDA and the GGGI Myanmar.




  1. Draft proposal and concept note on DAE selection method presented to the NDA. (based on overview of current options, and comparable DAE processes in other countries).  Develop a list of commercial banks, state banks, national development banks or other national funds or finance institutions. Provide initial analysis of these institutions and parse them according to initial screening (whether a body is already accredited under GEF, Adaptation Fund or under the Directorate-General for International Cooperation and Development DEVCO.
  2. Hosting of an internal NDA inception meeting and capacity building seminar with the NDA.



Deliverable 2:

Engage with identified candidate DAEs to raise awareness of opportunities, processes and requirements of engaging with the GCF, including through the delivery of a workshop.


  1. Develop workshop materials: create a list of participants and engage in outreach with potential candidates. Develop outreach and training materials for the DAE candidates.
  2. Delivery and hosting of a workshop in order to highlight and define GCF funding opportunities in Myanmar, and to explore key steps for achieving DAE nomination.








Deliverable 3:

Conduct an assessment of possible Direct Access Entities.


  1. Design and manage NDA outreach and application process;
  2. Present, in agreement with the NDA and GGGI, an assessment report compiling DAE applications.
  3. Prepare and justifiy the long list of candidate DAEs; Submit the  long list of candidates to the NDA and to GGGI.

Deliverable 4:

Collect and review relevant information from interested candidate entities against GCF accreditation requirements. Provide recommendations and justification of potential entities that demonstrate alignment with eligibility requirements. Prepare a gap assessment to ascertain their level of compliance with GCF's requirements and provide final recommendations and action plans for prioritized entities

  1. Following feedback from NDA and GGGI on the long list of candidates, collect and review all required information from DAE applicants.


  1. Provide a gap assessment report to assess compliance and suitability of candidates.







Support the NDA in the nomination process of up to two selected entities.


  1. Provide support for the nominated candidate DAE to build individual and organizational capacity, and in the preparation and submission of the GCF accreditation form (in the form of advising them to develop appropriate policies that help them to become GCF compliant)
  2. Provide Letters of Nomination of DAEs developed for NDAs matching the criteria.








All reports must be in English (United States usage), prepared in accordance with GGGI's formatting requirements, and submitted in electronic formats along with complete sets of raw data, research materials, and related information. Executive summary must be prepared in both English and Burmese.


If the consultant is required by GGGI to travel on official business to a location other than the consultant's duty station and four project cities, such travel will be at the expense of GGGI in accordance with GGGI's travel policy and guidelines.




  • Advanced degree (Masters) in a relevant field, such as Economics, Business Administration, Sustainable Development or Finance.
  • Exceptional analytical and quantitative skills, alongside strong synthesis and strategic thinking skills
  • Good knowledge of sustainable infrastructure and banking practices particularly in the areas of energy, municipal waste management, sanitation, transport or infrastructure.

Demonstrated experience in Green Cities Investment Plan Development

  • At least 10 years of experience working on international donor financing procedures in Myanmar or developing countries;
  • Some experience working with the banking experience in Myanmar or elsewhere in Asia.
  • Project delivery experience, including managing the delivery of results on time and on budget
  • Demonstrated experience in organizing and leading workshops, trainings and consultation meetings with stakeholders
  • Excellent written and spoken communications skills in English.
  • Ability to apply sufficient analytical and technical skills to acquire relevant information/knowledge from a variety of sources which are often difficult to access, in support of delivery of a good quality output
  • Proven experience in establishing and maintain working relations with government officials.
  • Demonstrated experience and success in the engagement of, and working with both the public and private sector
