The Data Services Manager is responsible for developing and managing a centralized data clearinghouse service for use by NEEA, its funders and key regional stakeholders. This highly visible position will oversee all facets of market and product data management from establishing data definition and specifications, through sourcing and collection, and reporting.  Proactive coordination with NEEA funders and staff and key regional stakeholders  to understand needs and requirements, as well as outreach to other regional, state and/or federal organizations to influence and leverage access to data is critical for success. Lastly, the Data Services Manager will serve as a consultant internally to other functional areas regarding best practice in data sourcing and collection.

Essential Functions:

  • Develop and implement long term and annual plans, clearly articulating vision, goals, objectives, strategies, value proposition, and resource requirements for the data clearinghouse service.
  • Develop and internalize functional excellence in data sourcing, collection, and reporting.
  • Establish a process and work collaboratively with staff, NEEA’s funders and key stakeholders to identify, prioritize, acquire and deliver annual data requirements.
  • Represent regional data interests in national forums as well as with other key organizations outside of the Northwest, to influence more efficient and effective ways to collect data.
  • Act as the central point of contact for funders regarding data questions.
  • Serve as lead staff for market intelligence, regional research and stock assessment studies.
  • Serve as a resource to other functions in developing data management plans, and in specifying and negotiating data acquisition with manufacturers, retailers, trade associations, and other actors.
  • Serve on internal Data Governance Council.
  • Other duties which may be necessary or desirable to support the organization’s success as it relates to data management.

Supervisory Responsibilities:

This position has no direct supervisory responsibilities over NEEA staff, but leads market intelligence, regional research and stock assessments, that support the clearinghouse service and research objectives. Responsible for managing contractors to implement assigned projects. The incumbent provides lead direction and guidance to the aforementioned staff and contractors.


Education and/or Experience; Certificates, Licenses, and Registrations:

  • A minimum of seven years’ progressive business experience is required, including experience in an analytic/data analysis environment, direct collection, management and analysis of data and information, and facilitating data needs requirements for diverse stakeholders.
  • A bachelor’s degree, preferably in Marketing, Market or Marketing Research, or Economics.
  • An MBA or other advanced degree is preferred.
  • An equivalent combination of education, experience and training that would provide the knowledge, skills and abilities required for the successful performance of the essential job duties will also be considered.

Necessary Knowledge, Skills and Abilities:

  • Project Management Ability:  Experienced project manager with know-how to develop and manage project plans.  Communicates changes and progress, completes projects on time and within budget and manages project team activities.
  • Analytical Knowledge:  Understands how and where to source data and how to synthesize complex or diverse information and data.  Identifies stakeholder needs and recommends and develops actions/plans to meet those needs. Ability to use statistical analysis software (SAS or SPSS).
  • Data Management Skills: Understands the techniques employed to develop large databases and supplemental documentation, and how to conduct database requirement efforts among diverse stakeholders.
  • Customer Service Skills:  Possess excellent customer service skills. Manages difficult or sensitive stakeholder situations and information.  Responds promptly to stakeholder needs using superb interpersonal, communications, and relationship building skills.  Solicits feedback to improve service and responds to requests for assistance.  Diplomatically leads groups with divergent views towards a productive outcome. 
  • Communication Skills:  Possesses exceptional communication skills with the ability to speak and write clearly and persuasively in positive or negative situations.  Listens and gets clarification.  Responds well to questions.  Demonstrates superb group presentation skills.  Ability to vary communication style to meet needs.  Presents information and data effectively.
  • Team Skills: Proven success as a team builder, team player and a leader. Demonstrated ability to work collaboratively across multifunctional teams. Strong interpersonal and judgment skills required to influence internal and external teams to implement plans and meet deadlines. Must have the ability to energize people and teams, and make cross-functional cooperation happen.
  • Business Acumen Knowledge:  Understands energy, utility and/or energy efficiency industries and the implications of decisions and messaging.  Demonstrates both business/market planning and implementing skills.  Aligns work with strategic goals.  High degree of adaptability and the ability to help define and refine the position in order to meet desired outcomes.
  • Interpersonal Skills: Works closely with other functional areas of the organization, and key external stakeholders (including electric utilities, state and federal agencies, the Bonneville Power Administration, trade allies, and trade associations). Ability to work constructively with diverse people who may have divergent perspectives and interests. Proactive, well organized self-starter with the ability to multi-task. Demonstrated negotiation skills.
