  • Analysis and administration of natural resource conservation activities and programs including, but not limited to, energy efficiency and conservation, alternative energy, greenhouse gas emissions, air quality, solid-waste diversion, and water conservation.
  •  Develop and implement goals, objectives, programs, policies, procedures and monitoring systems to reduce the City’s energy usage and costs, reduce greenhouse gas emissions, improve air quality, meet its mandated recycling goals, and increase water conservation.
  • Actively seeks out, researches, and prepares grant applications; administers grants awarded to the City for natural resource conservation projects; research, analyze, and develop recommendations for complex administrative issues and concerns; analyze and recommend appropriate alternatives and courses of action; follow-up on action as required.
  • Organize and participate in assigned program area activities including contract management and compliance, customer service, outreach, data collection and analysis.
  • Coordinate, implement and promote plans, programs, and events that will further the City’s efforts to conserve and preserve natural resources.
  • Collect, monitor, analyze, and evaluate natural resource data using a variety of modeling and statistical methods and techniques; prepare and present comprehensive reports and/or financial information including technical and specialized data including providing necessary documentation and justification for presentations.
  • Draft policies, procedures, position statements, press releases and other documents as assigned; track legislation regarding conservation issues and report on possible impact on City activities.
  • Design and develop a variety of materials and activities to promote, implement, and evaluate assigned environmental programs in a manner that will enhance public awareness, educate citizens on relevant environmental issues, and encourage proactive and cooperative problem-solving activities.
  • Respond to citizen requests and questions, investigate complaints and recommend corrective action.
  • Assist with the preparation, monitoring, and forecasting of the Division budget.
  • Represent the Division and/or assigned program at conferences, public forums and community meetings as well as with inter-agency groups and committees; participate with other City departments, community service providers, consultants, other jurisdictions and agencies in natural resource conservation program development and coordination efforts as well as legislative advocacy and education; perform related duties as required.


A typical way to obtain knowledge, skill and ability would be:

  • Three (3) years of administrative experience in natural resource conservation, energy analysis, environmental science, or related field.
  • Equivalent to a Bachelor’s degree from an accredited college or university with major work in  engineering, environmental or physical science, business, public administration, or a related field.
