Description

PECI is seeking an Operations Specialist to support a multi-state residential energy efficiency program. The goal of the program is to achieve sustainable energy savings in the residential market.  The successful candidate will be a self-starter who loves to learn, continuously seeks new knowledge and takes initiative to move tasks towards completion.  The candidate will have superior organizational and time management skills; an excellent attention to detail in a fast-paced environment; strong analytical and problem solving skills; and flexibility to work with a variety of team members and dynamic project demands.  Candidate should demonstrate experience leading a team and experience managing multiple, high-quality deliverables on tight deadlines and knowledge of principles, practices and methods of program, marketing, administrative and organizational analysis.  Ideal candidate will demonstrate knowledge of residential building science or energy efficiency measures. 

Key Responsibilities:
•    Researches, develops, recommends and implements project plans to meet overall program goals; analyzes alternative service delivery methods; conducts cost benefit and resource requirement analyses; ensures program compliance; develops and recommends features and metrics, associated program policies and procedures and solutions to program resource needs and requirements. 
•    Drafts utility commission filing documents, technical reports, and other program narratives 
•    When serving as project lead: defines project scope; sets project priorities; oversees and coordinates completion of project tasks to meet time, quality and cost expectations; meets with stakeholders to review project status and resolve development /implementation issues. 
•    Evaluates program effectiveness; monitors program budget; gathers and tracks data on associated costs for program activities; coordinates with other teams for information sharing; responds to requests for information regarding program requirements.  
•    Assists with market research and analysis of measures and emerging technologies; organizes, summarizes and presents information on program trends and issues; develops and maintains databases for tracking program aspects; prepares statistical reports.
•    Analyzes program and operational data and develops recommendations to improve productivity and effectiveness. 
•    Analyze program objectives, evaluate alternatives and reach logical, fact-based conclusions and recommendations.

Requirements

Requirements:
•    Demonstrated comfort level with technical concepts and quantitative and qualitative analysis.
•    Established analytical and problem solving skills
•    Ability to understand, interpret, explain and apply applicable regulations and policies.
•    Present recommendations clearly and persuasively to internal/external stakeholders. 
•    Prepare clear, concise, and comprehensive technical reports and presentations appropriate to the audience.
•    Demonstrated comfort level with data management systems and quantitative/qualitative analysis.
•    Experience working under pressure and handling changing priorities and deadlines.
•    Excellent verbal and written communication skills.
•    Exercise independent judgment and initiative within established guidelines. 
•    Proven ability to think and communicate creatively and strategically.
•    Exercise tact and diplomacy in dealing with difficult and sensitive people, issues and situations. 
•    Practiced ability to communicate with a variety of different stakeholders
•    Performs a variety of special projects as assigned.
•    Knowledge of building or residential energy efficiency measures.
•    Bachelor’s degree strongly preferred. 
•    Expertise with Excel and advanced spreadsheet functions. 
•    Advanced MS Office skills (Word, PowerPoint & Access). 
•    Experience in Tableau, Salesforce, or other data management tools a plus.
